What is an HRIS?
An HRIS (human resources information system) is the system of record for your employees. It stores profiles and documents, tracks time off, runs onboarding and offboarding, and produces headcount and turnover reports. Many of the best HRIS systems also bundle payroll, benefits and applicant tracking, so the line between HRIS, HCM and payroll software is blurry. What matters is which jobs you need done and how the vendor charges for them.
Pricing is where the best HRIS systems differ most. Some charge per employee, some charge a base fee plus a per-person fee, and some quote everything, so the headline number rarely equals your monthly bill.
Best HRIS systems compared (pricing as of October 2026)

| BambooHR | HR database and workflows; payroll elsewhere or as add-on | Core $10, Pro $17, Elite $25 per employee per month; flat $250, $425, $650 per month for 25 or fewer employees. Payroll, benefits, time and global employment are quote-only add-ons |
| Gusto | Small teams that want payroll and HR together | Simple $49 + $6 per person; Plus $80 + $12; Premium $180 + $22 (per month) |
| Rippling | HR plus IT, devices and apps | From $8 per employee per month plus a monthly base fee; custom quote |

1. BambooHR: one of the best HRIS systems for a clean HR database
BambooHR has three plans: Core at $10 per employee per month, Pro at $17 and Elite at $25. (Its FAQ lists $10.25 and $17.50 for Core and Pro, so confirm at checkout.) Companies with 25 or fewer employees pay flat monthly rates of $250 (Core), $425 (Pro) or $650 (Elite). Volume discounts apply automatically as headcount grows, registered nonprofits get an extra 15% off, and bundling payroll and benefits administration with any plan gets 15% off for US employees. Month-to-month or longer terms are available.
The applicant tracking system is part of the plans, with limits of 5 open jobs on Core, 25 on Pro and 50 on Elite. Payroll, benefits administration, time and attendance and global employment (powered by Remote) are add-ons with no published price. The page does not mention a free trial.
Pros
- Clear published per-employee and flat small-team prices.
- Applicant tracking included in every plan.
Cons
- Add-ons are quoted individually, so real cost can be well above the headline.
- No trial mentioned.
Choose it if you want a dedicated HR system and have payroll covered. Skip it if you want payroll bundled at a published price.
2. Gusto: best HRIS systems pick when payroll comes first
Gusto is payroll-first software with HR tools layered on. The Simple plan is $49 a month plus $6 per person. Plus is $80 plus $12 per person and adds time tracking and contractor invoice management, and Premium is $180 plus $22 per person with HR guidance, compliance tools and remote I-9 and E-Verify. These figures are the rates recorded earlier, because Gusto’s pricing page could not be retrieved while writing this update.
Pros
- Payroll runs, tax filing and basic HR in one tool.
- Low entry cost for tiny teams.
Cons
- Deep HR analytics and complex org structures are not its strength.
Choose it if you want payroll and HR together. Skip it if your team is HR-heavy and wants a dedicated HRIS.
3. Rippling: best HRIS systems option for HR plus IT
Rippling is modular. You choose products across HR, IT, payroll, finance and global, and most are priced per employee per month, with some carrying a base fee. Its page says plans start at $8 per employee per month plus a monthly base fee (amount not stated) and builds a custom quote. Eligible US VC-backed startups may get six months free, and Rippling says you can switch at any time and it can import year-to-date payroll data from your previous provider.
Pros
- HR, payroll and IT device management on one platform.
- Flexible switching and a startup offer.
Cons
- Quote-based pricing makes comparison harder, and costs rise as you add modules.
Choose it if you want to manage people, devices and apps together. Skip it if you want a fixed published price.
4. Justworks: best HRIS systems alternative if you want a PEO
Justworks combines payroll with a professional employer organization (PEO) model, where it co-employs your staff to provide benefits, workers’ compensation and compliance support. Its page lists payroll and onboarding, tax filings, W-2 and 1099 filings, HR consulting, people analytics, employment practices liability insurance and 24/7 support, along with medical, dental, vision, 401(k) and commuter benefits. Pricing is sales-led.
Choose it if you want benefits and compliance handled for you. Skip it if you only need standalone software, because a PEO is a different arrangement with its own contract terms.
What do the best HRIS systems cost for 20 and 50 employees?
Illustrative monthly maths from published list prices (taxes, benefits premiums and add-ons excluded; Rippling and Justworks are quote-based and left out):
| Option | 20 employees | 50 employees | Includes payroll? |
|---|---|---|---|
| BambooHR Core | $250 (flat) | About $500 ($10 x 50) | No, add-on |
| BambooHR Pro | $425 (flat) | About $850 ($17 x 50) | No, add-on |
| Gusto Simple | $169 | $349 | Yes |
| Gusto Plus | $320 | $680 | Yes |
| Gusto Premium | $620 | $1,280 | Yes |
Include payroll in the maths. A cheap HRIS plus a separate payroll product can cost as much as an all-in-one. Volume discounts at BambooHR may lower the 50-employee figures.

- Decide whether payroll must live in the same system. Gusto, Rippling and Justworks lead; BambooHR needs its payroll add-on.
- List your must-have workflows: onboarding, time off, performance reviews, applicant tracking.
- Add up total cost, including base fees, per-employee fees and add-ons.
- Check integrations with accounting, SSO and applicant tracking tools.
- Ask for a demo with your real leave and approval policies.
- Plan the migration, ideally at a quarter boundary to keep payroll tax filings clean.
Common mistakes when buying an HRIS
- Comparing per-employee price only and ignoring base fees and add-ons.
- Choosing a PEO when a payroll and HR tool would do.
- Skipping a pilot with real approval workflows.
- Forgetting that contractors are often handled by a different module.
